fix d3 line chart element in EventHistoryChart.vue

The D3 line chart used to display the discharge timeseries has some weird overplotting.Screenshot_from_2019-06-06_14-01-01

The plotting over the left and right axis has to be fixed as well as the color-fill half-way through the line chart.
