add input form for flood-masks to Socio Economic Workflow

Create an input form for all available WFS-Flood-Masks given by the geoserver.

Available Masks from Capabilities: http://rz-vm154.gfz-potsdam.de:8080/geoserver/flood/wfs?request=GetCapabilities&service=wfs

input form as table

• group by activation-links (one activation-link multiple flood-masks)
• check for 3d-Layer
• append metadata (json in capabilities abstract)
• mouseover event shows the bounding box
