Query high-precip events with spatio-temporal filter parameter

Place a query to the high precipitation REST service (https://git.geomar.de/digital-earth/de-highprecip-event-rest-service) using the spatial and temporal parameters from the ChangeWorkflowSettings and store the returned data in a model appropriate for visualization.
