Resolve "Implicit damping term in tracer module not correct"

Introduced namelist parameter lbc in namelist domain_nl to specify the lateral boundary condition
lbc=0. means free-slip, lbc=2. mean no-slip and anything in between is partial slip.

Boundary condition settings did not have any effect, because the potentail vorticity was only computed on ocean points.

 * started to implement switch for free-slip and no-slip boundary conditions (only in swm_lateralmixing_module.f90 so far)

Update of forcing shifted to swm_advance. This makes the integration of the forcing term explicit (before it was implicit). Also the initial output of the forcing term is now calculated correctly.

Computation of diagnostic variables in the swm component is shifted to swm_timestep_advance to keep diagnostic output of prognostic and diagnostic variables consistent

Fixed #69 in 1.0dev. Now, at least the F2003 API for UDUNITS should be compatible with gcc-4.4.7 upwards.
