adding issue template for new data set proposal

When a new dataset is proposed to be added, we should provide a template form users can fill out.

With this template we could also add a checklist to the issue going through the actual import process step-by-step.

This merge request comes with a new file in .gitlab/issue_templates/New-Dataset.md (according to the documentation)
